Advocacy Tool Kit
The Coalition encourages home visitors to engage in conversation with the families they work with to empower them to advocate for their home visiting program and the issues impacting their community. This Advocacy Toolkit is designed to help home visitors and families reach out to elected officials to share information about home visiting programs and their benefits. Legislators appreciate meeting members of their community and knowing who they can go to with questions or concerns during the legislative session, or when making policy decisions.

2025 Minnesota Legislative Session & Special Session

Increases in Medicaid reimbursement rates for certain mental health services.

Changes the Maternal and Child Health Advisory Task Force an Advisory Committee.

Establishes a family supportive housing grant program to help families and children maintain safe and stable housing.

Requires pediatric primary care providers to share information on the signs of physical abuse in infants with parents and caregivers of infants
Department of Children, Youth, & Families

Limit’s a family’s CCAP co-payments to 6.9 percent of income––to bring Minnesota into compliance with federal law. ​

2024 MCFHV Legislative & Policy Priorities
-
Expand and increase Medicaid reimbursement for home visits by trained or licensed professionals and paraprofessionals, including community health workers, perinatal educators and social workers.

Support state funding for infant and early childhood mental health services and consultation.

Protect and expand current public health investments for pregnant people and infants, including home visiting services in Minnesota.

Identify strategies to diversify and support the field of family home visiting professionals to better reflect the families they serve in Minnesota through flexible credentials or shared recruitment strategies.

Increase flexibility in the types of home visiting programs eligible to apply for home visiting funding at MDH, DHS and/or MDE.

Support voluntary universal home visiting services for pregnant and parenting families.​​​​
2023 Legislative Session's Historic Investment in MN Families
The 2023 Legislative Session ended with the passage of the Health & Human Services budget bill that included increased funding for Family Home Visiting. With your advocacy, emails, and phone calls, Promising Practice family home visiting programs will begin receiving $2 million/year in grants, beginning in FY 2024!
